La protection de l’enfant renvoie toujours à un sujet délicat qui nécessite une attention particulière. Dans le cadre de son projet d’appui aux structures d’aide à l’enfance, l’association Sourire d’Enfants a rencontré des acteurs du secteur afin de comprendre la situation de la prise en charge des enfants sur Yaoundé. Elle vous retrace dans cet article sa vision et sa compréhension de ce secteur.
Comment peut-on définir l’aide sociale ? L’aide sociale à l’enfance est, depuis les Lois de décentralisation, placée sous 4 niveaux d’autorités. Il s’agit des centres sociaux, des délégations départementales, de la délégation régionale et du Ministère des Affaires Sociales-MINAS. La mission essentielle est de venir en aide aux enfants et à leurs familles par des actions de prévention individuelle ou collective, de protection, de lutte contre la maltraitance et le respect des droits de l’enfant.
Nous avons tous observé dans les rues de Yaoundé des enfants qui vendent à la sauvette, qui mendient et qui 
travaillent (vente d’oranges, de bonbons, de mouchoirs, porteurs au marché…). Nous avons, un jour ou un autre, sollicité les services de ces enfants. N’oublions pas non plus, les enfants qui subissent dans leurs familles des maltraitances, des sévices et qui pourtant, bien que connus, ne sont pas protégés par une quelconque structure. Ces enfants sont tout autant fragilisés du fait qu’ils ne disposent de peu d’espaces d’expression pour dénoncer leur situation. Comment se fait-il qu’aujourd’hui, malgré les lois de protection de l’enfance, que nous ne soyons pas en mesure de protéger ces enfants ? Qu’en est-il de la situation des enfants dans la cellule familiale ?

Au sein de la familiale, l’enfant est le membre le plus vulnérable de la cellule familiale. Les situations économiques, de remariage, de mariages multiples peuvent être des facteurs de déséquilibre de la structure familiale. L’enfant peut être alors considéré comme un élément gênant, de coût dont l’éducation passe en second plan ; sa protection n’est donc pas assurée. Il est de fait soumis à de multiples risques : manque de soins, de nourriture, d’amour et cela peut aller jusqu’à des sévices sexuels par des membres de la famille ou tierce personne. Que peut faire un enfant se trouvant dans une de ces situations ? Se taire et subir ou fuir. L’enfant qui fuit cherche à se protéger. La rue n’est pas une option mais devient une solution.

Nous prendrons l’exemple de deux enfants : selon leurs histoires, ils se retrouvent dans la rue du fait de remariage. La petite fille est le fruit d’un premier mariage de la mère de celle-ci. Après son remariage, l’éducation de son enfant n’est pas sa priorité. L’enfant, grâce à un centre d’écoute pour jeunes filles, a été reconduit dans la famille mais se retrouve quelques semaines après de nouveau dans la rue. Le jeune adolescent, dont le rêve est de devenir ambassadeur pour qu’on le respecte, vivait avec son père qui s’est remarié. La nouvelle femme de ce dernier l’a chassé de la maison. Un autre cas de figure assez courant, est la situation des enfants vendeurs qui appuient leurs parents.

Au cours de ces recherches, l’association Sourire d’Enfants a rencontré des professionnels du secteur. Elle s’est ainsi rendu compte que ce secteur présente des carences multiples. La prise en charge en matière d’aide sociale est principalement l’affaire de l’Etat. Or, selon les informations communiquées, les structures étatiques d’accueil (foyers, centres d’orientation…) sont peu nombreuses; le personnel est insuffisant et peu qualifié; les fonds mis à disposition sont très largement insuffisants. De fait, les structures de terrain (centres sociaux) ne peuvent répondre aux besoins. Ces dernières font appel à des structures privées (associations). De plus, il n’existerait pas de structures étatiques pour les enfants de plus de 5 ans. Bien que des enfants soient placés par l’Etat dans les institutions privées, selon les retours, aucune aide matérielle ou financière n’est apportée pour appuyer ces organismes.

Par ailleurs, il semblerait que le suivi de ces organismes soit très léger. Ils n’ont pas une réelle obligation de faire remonter aux centres sociaux des rapports (qualitatifs et quantitatifs) quant à leur gestion. Aucun des 7 centres sociaux rencontrés n’a été en mesure de communiquer à l’association une base de données des orphelinats/foyers reconnus par l’état. Ils ne disposent pas de dossier de suivi individuel des enfants. On se demande alors dans quelle mesure les centres sociaux suivent le placement de ces enfants et de leur bien-être? Comment peuvent-ils évaluer la qualité du travail pédagogique de ces institutions ? Comment sont-ils en mesure d’intervenir au sein des familles afin de suivre la situation d’un enfant en danger ?
En conclusion, « trouver un orphelinat ou un foyer à appuyer dans le cadre des actions sociales de l’association et que celui-ci soit reconnu par l’état et offre une réelle protection et travail éducatif auprès des enfants», n’est pas si simple. Notre équipe s’est retrouvée à faire face à des questions sans réponses : Comment la société camerounaise peut-elle prendre conscience de l’importance du bien-être de l’enfant dans son évolution vers l’âge adulte ? Comment les familles peuvent-elles être appuyées dans leurs difficultés ? Face à cette situation de protection de l’enfance, qu’est ce qui sera réellement mis en œuvre afin de pallier à la destruction de l’enfance de nombreux enfants ? L’Etat veut-il réellement agir afin de protéger les enfants ou s’arrête-t-il à écrire et signer des décrets, lois, accords dites pour la protection des enfants ?
